United States of America – Legion of Merit
The Legion of Merit is a military award of the United States Armed Forces that is given for exceptionally meritorious conduct in the performance of outstanding services and achievements. The decoration is issued to members of the eight uniformed services of the United States as well as to military and political figures of foreign governments. The Legion of Merit (Commander degree) is one of only two United States military decorations to be issued as a neck order (the other being the Medal of Honor), and the only United States military decoration that may be issued in degrees (much like an order of chivalry or certain Orders of Merit), although the degrees including a neck ribbon are only awarded to non-U.S. nationals.

Major Rudolph Edmund Atherden Diespecker
Major R.E.A. Diespecker, Canadian Army, displayed exceptionally meritorious conduct and outstanding performance of service as Canadian Liaison Officer on duty with the Harbour Defences of Puget Sound, stationed at Fort Worden, Washington during the period 19 Oct 42 to 16 Aug 45. During this period Major Diespecker was responsible for coordinating all details in connection with joint defence and joint defence plans between the Harbour Defences of Puget Sound and Esquimalt Fortress. His action in preparing and securing approval of a joint local defence grid system for action and locating of targets, by American and Canadian Gun Batteries, was an outstanding contribution in itself to joint defence of the Straits of Juan de Fuca and indicated ability and initiative of high order.
